Fix Charts build with QT_NO_GRAPHICSEFFECT definition...
Fix Charts build with QT_NO_GRAPHICSEFFECT definition QGraphicsDropShadowEffect class can't be used when QT_NO_GRAPHICSEFFECT is defined. Therefore the ChartBackground::setDropShadowEnabled() does nothing with the aforementioned definition. Also the ChartBackground::isDropShadowEnabled() method then always returns false.
